Our investment strategy

A dual requirement: returns and impact

The Fund's investment doctrine and strategy, drawn up to sovereign wealth fund best practice, rest on a few cardinal principles:

Double bottom line

Every investment targets both a positive financial return and measurable socio-economic impact: jobs, local value added, territorial balance, environment.

Long-term investor

A patient investment horizon of 5 to 20 years, suited to real, transformative assets.

Aligned with national priorities

Investments fit within the National Strategic Development Plan 2024-2028 and the Public Investment Programme.

Equity first

Priority to equity and quasi-equity stakes, co-investing wherever possible; debt on a subsidiary basis.

100% DRC

The Fund invests exclusively in the Democratic Republic of the Congo, with territorial inclusion among its key indicators.

Investment discipline

Demonstrated value creation, risk scenarios, exit options identified at appraisal, reinvested revenues and periodic independent evaluation.

Anchored in the 2024-2028 NSDP

The Fund's investments fall within the five pillars of the National Strategic Development Plan:

Missions

Under Article 3 of Decree No. 25/031, the Fund is tasked with:

    Mobilising and structuring innovative financing.

  2. 02

    Investing in strategic assets — infrastructure, real estate, energy, emerging technologies, agriculture, industry — in line with the Public Investment Programme (PIP).

  3. 03

    Holding, managing, enhancing and generating returns from specific public assets, facilitating their integration into high value-added investment projects.

  4. 04

    Ensuring transparent and rigorous governance of public funds, in compliance with environmental and social norms and the principles of financial accountability and performance.

  5. 05

    Promoting co-investment alongside institutional and private partners, national and international.

  6. 06

    Acting as financial leverage for the country's development, easing access to national and international financing.

  7. 07

    Providing fiduciary management of certain public investment projects entrusted by the Government.

  8. 08

    Embedding international standards, notably environmental, social and governance (ESG) norms.
